We also had Sir G. Trimmer in mind in

this connection. Until his recent retirement he

was a very successful Chairman of the Singapore

Harbour Board, a man of great efficiency, energy

and force of character;

but to some extent he has

the defects of these qualities and, as

Sir C. Bottomley suggests, it is doubtful if he

would pull together with Sir D. Owen as a Joint

Commissioner and he certainly could not be an

assistant. In view of his position in Singapore too,

he would hardly be regarded as going to Hong Kong

with
